xz for Java 1.3.0

The plug-in includes xz for Java 1.3.0 ("org.tukaani.xzj") is developed by Lasse Collin and Igor Pavlov.

The xz for Java binary code is included with no modifications except postprocessing (pack200 conditioning and signing). The corresponding xz for Java source code is located in src.zip.
