java -jar pomFilePath downloadLocation [needDownload]

Notes:
  options--needDownload [true | false ] , its default value is [false]


sample as:

java -jar maventools.jar C:\\EclipseEE\\workspace\\dms_test_platform\\pom.xml C:\\pom_downloads\\test_platform 
or
java -jar maventools.jar C:\\EclipseEE\\workspace\\dms_test_platform\\pom.xml C:\\pom_downloads\\test_platform true
