Allow to define new parameters as environment variables not defined in the Jenkinsfile.

		Parameterisable template used to tell the release process how to
		formulate a release version string that it can use to set the
		description of the release build. 
 By entering nothing, the
		default value is Run with #${PARAMETER}. This template honors all
		release parameters and build parameters if this build is
		parameterised.
