Sanity4J was created to simplify running multiple static code
analysis tools on the Java projects. It provides a single entry

AvoidConstantsInterface
An interface should be used only to model a behaviour of a
class: using an interface as a container of constants is a poor usage pattern.
This rule is defined by the following XPath expression:
//ClassOrInterfaceDeclaration[@Interface="true"]
[
count(.//MethodDeclaration)=0
and
count(.//FieldDeclaration)>0
]
Example:
