2006-July:
 - Added Reference Id's to match other SIDES schemas: MasterOrderId, TimeCardId, InvoiceId.
 - Added EffectiveDate to ContractInformation.
 - Changed LocalContractRequirements to localized structure.
 - Added JPContractRequirements. 
 
2004-May: Made changes and additions based on global SIDES feedback. See scope section in Assignment.doc for details.
