href attributes in the fileset manifest are changed to EPUB-safe
            URIs. xml:base and original-href attributes are left
            unchanged. It is assumed that the base URI of the d:fileset document
            corresponds with the root of the EPUB container and that the href
            attributes are relative to it. The base URIs of the in-memory documents are updated
            accordingly. Cross-references in HTML and SMIL documents are updated too.
