U+061C is assigned since 2013 and in the Cf category, which makes it a
control character, which are disallowed in by the FreeformClass (RFC
7564 § 4.3.3) and therefore disallowed in resourceparts.

According to the JID split rules this *must* result in a JID with
'username' as localpart and '[email protected]' as
domainpart. But following the rules of RFC 7622, and especially
considering RFC Errata ID# 5789
(https://www.rfc-editor.org/errata/eid5789) the '@' in a domainpart is
disallowed, because it is disallowed in NR-LDH labels and in U-Labels
(see RFC 5892 Appendix B.1 where U+0040 '@' is DISALLOWED.
