Download JAR files tagged by copyjavaxconstraints with all dependencies

Provides the annotation processor that will generate composed annotations based on <code>@CopyJavaxConstraints</code> and <code>@CopyJakartaConstraints</code> (provided by <code>smartconstraints-annotation</code>). Should be used as an annotation processor (in <code>maven-compiler-plugin</code> config).
