It is a small kernel on which several modules can be grafted in the form of plugins. The kernel communicates with all the modules grafted on it and the modules can communicate with the other modules grafted on the kernel through signals that they emit to the kernel. With this kernel, there is no need to restart the running application just to add new features because the kernel detects and loads any new module.

The Config project is home to Sakai configuration and localization files. Config includes several versions of sakai.properties, a text file containing a series of key/value pairs that provide a convenient mechanism for defining a variety of configuration options for Sakai tools, services, supporting database and UI-related text such as copyright statement, institutional name, server name, etc. Settings in sakai.properties are read on startup; thus changes to sakai.properties only take effect after you restart Sakai's servlet container (typically Apache Tomcat).

Bundle with a synchronous activator which will install OGEMA resources from XML (.ogx) or JSON (.ogj) files located in config/resources (default). This requires a running OGEMA framework when the bundle is started and enables the installation of basic resources before other applications are activated. Also adds a service for felix fileinstall that will install such resource files. Files installed through fileinstall will be reinstalled when they are updated or when a newer version of an installed file is found after a restart (using the file's last modification timestamp). Files installed from the configuration directory will only be reinstalled on a restart, if they have been changed.
